Traffic Calming Works in Barton

Work has started on the 2021/22 Local Highways Initiative (LHI) project. This project includes: 40 mph between Comberton and Barton; 40 mph buffer zone on Haslingfield Road; village gate on Haslingfield Road; village gates at the interface between the 30 mph and 40 mph on A603; additional road markings on the A603 both on Cambridge Road and Wimpole Road; posts for MVAS in 40 mph sections; new pavement on the bend of Haslingfield Road and Wimpole Road junctions. All these measures have been reported, discussed and approved in Parish Council meetings and are based on feedback received from the two public meetings we held in 2020. The detailed plans and Traffic reports are on our website under the Traffic working group page.

There have been some questions and comments over the sign on the gate near the lay-by on the A603. This was not part of our plans. We have asked Highways to remove this and, if possible, to place a sign  on the gate on Haslingfield Road. They will do this later in the year.

Wimpole Road Green Bins

Due to continued staff shortages at Greater Cambridge Shared Waste, not all green bin collections have been completed today. The Council has apologised, but this includes properties on Wimpole Road in Barton. If all the green bins on your street were not emptied today, you do not need to report yours as missed as they will be emptied on Saturday (19 March) instead, so please take them back in for now, and put them back out by 6am on Saturday. Greater Cambridge Shared Waste has apologised for any inconvenience. COVID Update

COVID community update – 20 January 2022

Dear volunteer coordinators and parish Councillors,

A return to ‘Plan A’

As you will no doubt have heard, the Prime Minister announced on Wednesday that we would be moving from the ‘Plan B’ measures to prevent the spread of the Omicron variant, back to the ‘Plan A’ that was in place before the new variant emerged. This means changes both to guidance and to laws, some of which take immediate effect and some which will come into effect over the coming week(s) where law changes are needed. You can read more about these changes on the Government website.

I would like to add some caution to this update. Health colleagues are still reporting a significant number of COVID-positive patients in hospitals. Education colleagues are experiencing a shortage of staff due to COVID-19 and, although there are no schools currently closed in Cambridgeshire, many have closed classes / year groups. You can see in one of the items below a request for qualified ex-teachers to step in to help keep schools open.

Equally, Public Health colleagues are urging us to take a decline in reported case rates with a big pinch of salt; the steep drop in infections being reported is heavily linked to the change in requirement to take a confirmatory PCR test after a positive Lateral Flow Test (people do not seem to be reporting their positive LFT results, so their data is not being collected). If you can remind people to report their results, this will all help to paint a more accurate picture. You can easily share this Facebook post in your community.

Despite this reported drop in infections, Cambridgeshire still has a high case rate, of 943/100,000 population, with South Cambridgeshire also high, at 892/100,000 population. Case rates in schools are currently the highest they’ve ever been, particularly among the 2-4 (early years) and 5-10 (primary age) cohorts. And it is anticipated that the full effect of Omicron hasn’t yet reached secondary schools.

As we transition to ‘Plan A’, please do remind your communities that the risk of COVID-19 (to them, their loved ones, and to the wider community) hasn’t gone away, and many key workers are still under incredible pressure with staff shortages.

Vaccination update

People are still coming along for first, second and booster doses. Find out the latest information on where to access a vaccination at www.thevaccinators.co.uk – where you’ll also be able to find the latest news about new cohorts that are becoming eligible for vaccination/additional doses.

A reminder also that if residents are not able to travel to a vaccination appointment, please signpost them to Cambridgeshire County Council’s ‘Vaxi Taxi’ scheme, where the County Council will cover the cost of the taxi journey. An image attached has further information on this too.

Urgent call for qualified teachers

Due to the continuing impact of the Omicron variant on teaching numbers in schools, there is an urgent call for qualified teachers in Cambridgeshire. We have heard from the County Council that schools are reporting staff absence rates of around 10% and as a result supply teachers are already fully employed to cover the absentees. Some education staff are being lent out to help keep classes and schools open. So, as highlighted in the news recently, the Government is inviting qualified ex-teachers from primary, secondary and further education to step in and help teach children and young people in school and college on a temporary basis. They may be retired, taking time off to care for children or others, or currently working in a different area, but it is hoped that some of them will be able to spare some time to help. Anyone who may be able to help locally is asked to register with a supply teaching agency now.

Self-isolation guidance change – updated to five days

From last Monday (17 January), people have been able to end their self-isolation after five full days, as long as they test negative on both day five and day six and do not have a temperature.

It is crucial that people who are isolating wait until they have received two negative lateral flow tests on two consecutive days to reduce the chance that they are still infectious. The first test must be taken no earlier than day five of the self-isolation period, and the second must be taken the following day. If an individual is positive on day five, then a negative test is required on day six and day seven to release from isolation.

Those who leave self-isolation on or after day 6 are strongly advised to wear face coverings and limit close contact with other people in crowded or poorly ventilated spaces, to work from home if they can, and minimise contact with anyone who might be at a higher risk of severe illness if infected with COVID-19. This process doesn’t replace their crime reporting system, but it gives you a chance to tell them more generally what you feel they should be tackling. COVID Update Lateral Flow Tests

COVID community update on Lateral Flow Tests – 7 January 2022

Dear volunteer coordinators and Parish Councillors,

As you will be aware, the Omicron variant of COVID-19 has meant there has been a huge surge in demand for Lateral Flow Tests (LFT) and demand is currently outstripping supply at times. Although this is expected to be a temporary problem, obtaining test kits is currently not as straight-forward as it has previously been, especially since the most convenient source – local pharmacies – have not had a regular supply of test kits since the rise in demand.

For most people this will simply mean some extra patience when ordering tests online. The national system refreshes the delivery slots available every 30 minutes, so if you visit the website and no tests are available, try again in 30 minutes.

For those who urgently need tests and are able to travel, an alternative is to visit one of the rapid testing centres from where kits can be collected. In South Cambridgeshire there is a regular pop-up session in Cambourne, but all the details about the locations of these sites can be found on Cambridgeshire County Council’s website.

Perhaps the biggest concern is for those people who rely on LFTs so they can attend regular medical appointments but find it difficult or impossible to do so online. In such circumstances, people can still ring 119 to place an order. We would suggest that during this time it would be wise to place the order in plenty of time before it is needed – especially if a medical appointment is coming up.

We would emphasise that it is hoped that the current supply issues are a temporary problem; we have been advised that it should ease in a matter of weeks but we will update you if anything changes.

High Gate Damaged

Parish News

A vehicle has run into and badly damaged the high gate at the recreation ground sometime before 6 pm 29 December. It is likely that the vehicle itself is damaged. If anyone has any information  please contact the Parish Council clerk.

 

Cycling Signs Turned Round

Parish News

Someone has turned around all the cycling related signs between the Post Office and Kings Grove on New Road. These have all been turned back again and tightened. Whilst this may be amusing to whoever did it, or maybe they feel that the signs are against cyclists, the fact is that it is illegal to cycle on a pavement and that the signs are there for the safety of all pavement users. It is possible to walk a bicycle if a rider is uncomfortable riding on the road.

As a reminder:

The offence of riding a bicycle on the pavement is punishable by an on-the-spot fine, a fixed penalty notice of £30. This is charged under Schedule 3 and Section 51 of the Road Traffic Offenders Act 1988. Section 72 of the Highway Act 1835 prohibits “wilfully riding” on footpaths. The Highway Code also states: “You must not cycle on a pavement.”

What many are not aware of is the issue of liability. Cyclists could be prosecuted for causing injury (physical or mental) or damage if involved in an incident on a pavement.

Car Park Closed

The Recreation ground car park will be closed from Monday 29th November so that the entrance can be refurbished. Please park on the High Street or Mailes Close until the work is complete. (Do not park on the pavement or grass verges.)

Barton Village 2021 Christmas Festivities

As November begins to roll to a close, there is lots to look forward to this December as we welcome in the start of the advent count down to Christmas and the lighting up of the village tree.

All residents should be receiving a flyer with details of the activities taking place in and around the village in the coming days. The details are also available here, please see the flyer attached below.

We look forward to seeing many of you on the village green (by the pond) for the lighting up of the Christmas tree on the 11th December. There will be mince pies, mulled wine and hot chocolate being served.
